Governor Holcomb Signs Laws Impacting Pet Sales, Health Care, and Insurance

Governor Eric Holcomb signed three bills into law on Monday, including House Enrolled Act 1412, which invalidates 21 local ordinances limiting pet sales and establishes care standards for dog breeders and pet stores. The bill requires registration with the Indiana State Board of Animal Health for pet stores, breeding facilities, and animal rescue operations. It aims to improve animal care and safety by ensuring responsible breeding practices. Critics argue that the measure, which failed last year, strips local control and protects puppy mills. Holcomb also signed House Enrolled Act 1058, which provides more health care guidance for people with dense breast tissue, and House Enrolled Act 1034, which extends insurance coverage on property transferred after death.
