ISP Investigates Inmate Death at Orange County Jail; Arrest Made in Connection

Paoli: A comprehensive investigation by Indiana State Police is taking place into the death of an inmate at Orange County Jail on December 30th, 2023. The initial inquiry began when jail officers discovered 54-year-old Jeanne Ross unresponsive in her cell during breakfast delivery. Despite immediate medical attention, Ross could not be revived and was pronounced dead at the scene. Following the ISP investigation, an arrest warrant was issued for Sarah Shipman on Monday, January 23rd. Shipman turned herself in on January 25th and is now held on a $500,000.00 bond.

Charges against Sarah J. Shipman include:

Dealing in a Controlled Substance Resulting in Death – Level 1 Felony

Dealing a Schedule 1 in a Penal or Juvenile Facility – Level 5 Felony

Trafficking with an Inmate – Level 5 Felony

OWI (Prior) – Level 6 Felony  The ongoing investigation will continue to examine the circumstances surrounding Ross’s death, awaiting autopsy and toxicology results from the Orange County Coroner’s Office.
